There are many different reasons that parents contact Sarah Gross to help their special education students in school districts and charter schools throughout Southern California. Often they feel overwhelmed, tired, and out of options to fix problems on their own. Their instincts as parents are telling them that something is wrong, but navigating the complex world of IEPs is confusing and intimidating and they don’t know where to turn.
Sarah’s mission is to step in at this point, using her extensive knowledge and expertise to evaluate all facts of a case, provide detailed legal advice, and advocate fiercely to resolve the issues in the student’s favor.
Here are some common issues that Sarah helps parents resolve:
The school district refuses to assess their child or has delayed in assessing their child for a long time.
The school district refuses to provide their child a necessary service, such as 1:1 aide support, speech and language therapy, or occupational therapy.
The school district is not providing all of the services included in their child’s IEP.
The school district has placed, or wants to place, their child in a classroom or school that is not appropriate for them.
Their child is being disciplined, sent home early, or suspended from school because of their disability-related behaviors instead of being given positive behavior interventions.
Their child is not making progress in school, as shown by getting low grades, being behind grade level, or not meeting their IEP goals.
The school district tells them that it can’t offer more than a “maximum” amount of services regardless of what their child needs.
They have asked for a service, assessment, or a change to their child’s IEP and have been ignored by the school district.

Consultation and advice: Sarah provides frequent communication with clients, including by phone or video chat, to thoroughly listen, understand concerns, and develop a plan to achieve results.
Record review: Sarah reviews every client’s entire education file, as well as other records (for example, Regional Center and medical records), to comprehensively understand and evaluate each client’s case and needs.
IEP meeting attendance: Sarah attends IEP meetings for clients to assist with reviewing assessment results, developing IEP goals, and to advocate for including appropriate services in students’ IEPs.
Due process: Sarah prepares and files due process complaints to hold school districts accountable for violations of special education law. Sarah represents students in due process hearings, presenting available evidence to an administrative law judge to seek a favorable ruling.
Resolution sessions and mediations: Sarah represents students in settlements of due process cases, including at resolution sessions and mediations, to resolve students’ cases as efficiently as possible.
Here are some outcomes that Sarah helps achieve for students:
Changes of placement to schools or classrooms that better meet the student’s needs, including less restrictive, mainstreaming options in general education.
Compensatory (or make-up) services for times that the right services, or any services at all, were not provided. These usually include services such as academic intervention and therapies.
Assessments in all areas of need, including independent educational evaluations (IEEs).
Additional services in IEPs such as, 1:1 aide services, speech therapy, and counseling.
Developing behavior intervention plans and adding positive behavior intervention services to IEPs.
Accommodations in IEPs, such as extended time for assignments and tests and sensory processing supports.

Meet Sarah Gross
Sarah is a devoted advocate for special education students and their parents. She has dedicated her career to representing students with disabilities since she became an attorney in 2013. Since then, she has successfully handled hundreds of special education cases for students with a variety of disabilities, needs, and legal issues. She opened her law practice in January 2020 focusing exclusively on representing students with disabilities in special education cases throughout Southern California.
